The Japan Rugby Football Union made the announcement in a statement on Monday.
Van den Heever and Gates have been plying their trade in the Fast East since 2016, meaning the pair qualify to play for the Brave Blossoms via World Rugby’s residency rule.
Gates previously represented the EP/Southern Kings, while Van den Heever played for the Bulls, Stormers, WP and Munster before heading to Japan.

Van der Walt has 16 caps to his name while Labuschange has eight.
The final 35-man squad for Japan’s mid-year Tests will be announced on 24 May.
